Chief Deputy Pete Jackson
Chief Deputy Edward "Pete" Jackson has served with the Graves County Jail and Restricted Custody Center for 26 years. He began his career with the agency as a deputy but has also worked as the Class D Coordinator. Chief Jackson facilitates communication with court employees and law enforcement officials and is responsible for daily operations of the facility. He was also appointed by Jailer Elliott as the Equal Opportunities Advisor for the Jail. Chief Jackson advises Jailer Elliott on all daily operations of the facility.
Captain Michael Espeland
Captain Michael Espeland is a 26 year Army veteran who retired with the rank of Command Sergeant Major. Captain Espeland holds a Bachelor of Science in Criminal Justice with an emphasis in Corrections and a Bachelor of Science in Business Management from Purdue University. Following his retirement from the Army, Espeland joined the Graves County Jail and Restricted Custody Center in 2024. He oversees staff, manages facility and transportation security, and ensures policy and procedure directives are enforced among staff.
Lieutenant Janeka Copeland
Lieutenant Janeka Copeland has served with the Graves County Jail and Restricted Custody Center for over 6 years. Copeland served 11 years with the Army as a military police officer having completed three overseas tours. Lt. Copeland supervises all shift operations at the facility, coordinates all court and county inmate transport operations and assists Captain Espeland in deputy training and education initiatives. During her time at the facility, she has served as a Deputy Jailer, Sergeant, and Lieutenant.

Courtney White
Class D Coordinator
Courtney White has worked in various capacities within Corrections for approximately 11 years, but has served as the Graves County Jail and Restricted Custody Center Class D Coordinator since 2024. She oversees all programs related to our Class D inmates housed at the Restricted Custody Center including community work release, evidence-based educational training, and inmate training and certification programs with West Kentucky Community and Technical College.
Lynda Winfrey,
Administrative Supervisor
Lynda Winfrey has served with the Graves County Jail and Restricted Custody Center for over 21 years. She started her career at the agency as a part time secretary and is currently the administrative supervisor, overseeing all administrative actions for the facility, deputies, and inmates.
